Click here to download a legacy version of PaperMC server Jar(1.17.1)
Rename the jar to custom-java17.jar (remember its case sensitive)
upload custom-java17.jar to the root directory of the server.
Go to the control panel and on the servers page change SERVER TYPE to Custom Server Type -> Custom JAR Java17
